The System Transformation Collaborative (STC) was a three-year project designed to facilitate inter- and intra-district collaboration and to develop collective leadership and instructional capacity.

The theory of action supporting the project is that a more coherent, systemic focus on teaching and learning would lead to strategic improvements in instruction and, in turn, provide all students in the participating districts with greater opportunities for academic progress. 

The research model is based on a theory of “Whole-System Change.” The conceptual underpinnings of Whole-System Change are that meaningful, sustainable instructional improvement cannot occur without a coherent interaction of all the elements of high quality instruction.
