Marcia Trott of the California Department of Education, and formerly of the California Postsecondary Education Commission, has been directly involved with the Improving Teacher Quality (ITQ) State Grants Program for over four years.  The ITQ program awards over eight million dollars annually in grants to colleges and universities for teacher professional development.  Most recently she has also been involved in the implementation of the recommendations outlined in the Greatness by Design, the Educator Excellence Task Force report, and the Commission on Teacher Credentialing.

She has worked in education at the state level for over 15 years in various capacities.  In 1998, she joined the staff of the Bureau for Private Postsecondary and Vocation Education where she was responsible for approving and providing oversight of degree granting private postsecondary institutions.  In 2007, after the sunset of that agency, she joined the California State Approving Agency for Veterans Education overseeing institutions and programs eligible for G.I. Bill participation.
