David E. Reilly
Superintendent, Elk Grove Unified School District
David E. Reilly has over 25 years of experience in public education. He began his career as an English teacher at Woodside High School in the Sequoia Union High School District, where he taught grades ten through twelve and coordinated the school’s Western Association of Schools and Colleges (WASC) self-study process. During his tenure, he earned recognition for his innovative teaching and was honored with several awards, including the Innovative Teaching Award (2001 and 2005) and the Seiko Outstanding Service Award (2005). Reilly then served as an Administrative Vice Principal at Sequoia High School and later as Principal of Woodside High School, both Title I schools in Redwood City, CA, before transitioning to district leadership as Assistant Superintendent of Human Resources and Student Services for the Sequoia Union High School District. There, he managed recruitment, hiring, and evaluation for a district of over 10,000 students, and helped design plans for a new Career and Technical Education (CTE) school.
In 2015, he joined the Elk Grove Unified School District as Associate Superintendent of Human Resources. Over the course of his tenure in EGUSD, he has retained the role of chief labor negotiator and, in addition to overseeing Human Resources, has also led the departments of Special Education and School Psychology in his current role as Associate Superintendent. He was appointed Superintendent of EGUSD in 2025.
Reilly holds a Bachelor of Arts in English Literature with departmental honors from the University of California, Los Angeles (UCLA), a single-subject credential in English from San Francisco State University, and a Master’s in Education, Administration, and Leadership from Notre Dame de Namur University, where he was recognized with the Outstanding Scholarship Award. He also completed the Stanford University Principal Fellows Program (2009–2012) and continues to serve as a presenter for the School Employers Association of California (SEAC).
